The Dutch took the lead on 38 minutes via Daavy Klaasen after Tottenham defender Jan Vertonghen had given a penalty away.
Belgium pushed for the equaliser in the second half with Romelu Lukaku missing a sitter right in front of the goal from a Thorgan Hazard cross.
Lukaku’s blushes were spared by in-form Atletico Madrid attacker Yannick Carrasco who equalised on 82 minutes.
Holland play Luxembourg on Sunday in a World Cup qualifier. Belgium host Estonia in a World Cup qualifier on the same night.
